Did commercialising Universities lead to Student Debt problem?

Financial exclusion of Wits Students has led to on going protests ,as first year students are not going to be funded by NSFAS and the returning students with historical debts are excluded.The presenter Raps speaks about the constant fee increase of Universities, that leads to systematic exclusion of previously disadvantaged people. The conversation extends to the 2015/16 #feesmustfall movement which enabled NSFAS to become a bursary, the question then leads to how effective is the implementation of this so-called free education is?
