The uMgungunglovu District has emerged as the surprise leader among SA regions battling to engineer solutions to loadshedding. Memories of last year’s KZN riots and the way loadshedding is hitting employment provided the stimulus to sweep aside red tape - and launch a pragmatic solution which could provide a template for other parts of the country.
