Minister in the Presidency Khumbudzo Ntshavheni says the SABC Bill was withdrawn without Cabinet’s approval. During a briefing on cabinet's outcomes, Ntshavheni Communications and Digital Technologies Minister Solly Malatsi did not have the authority to retract the SABC Bill without prior consent from Cabinet. According to Malatsi the bill lacked a "key ingredient" of a credible financial model for the public broadcaster. Phemelo speaks to Director of Media Monitoring Africa, William Bird.
