A central figure in one syndicate is Hangwani Morgan Maumela, nephew of President Cyril Ramaphosa (from a previous marriage). His network allegedly handled over R816 million via thousands of purchase orders.

Other syndicates include a “Mazibuko syndicate” (R283 million) and a “Syndicate X” ( R596 million), plus smaller groups.
