Operating hours of Public hospitals – Misinformed

Yesterday we received a report from a patient attending the new Mitchells Plain Hospital. She was given an appointment to visit the doctor yesterday which was Human Rights Day. When she arrived at the hospital she was told that the doctor section was closed due to it being a public holiday. She was advised to return today to set-up a new appointment.

Now we all know that some institutions operating times might be different on public holidays but what do you do in a situation like this and in a situation like this what is the responsibility towards the patient
