How bullying manifest in the school setting

A recent video taken by students at Fairbairn College in Goodwood has been shared on social media. The footage filmed is 24-second long and has disturbing visuals of a young boy seen lying on the ground and it appears like a group of pupils are ganging up on him and kicking him. Now the mother of the teen has since vented her frustration on social media expressing her concern and fear for the safety of her son. How do you address a matter like this and how should parents deal with matters if their child is the bully.
