The City of Cape Town returned to the Western Cape High Court today to resolve an ongoing dispute over the proposed N1/N2 Winelands Toll Highway Project. And further up north, Gauteng road users are already facing the Etolls, due to come into effect next Tuesday. Who pays and who doesn’t? And is it Constitutional?
