Why do Cape Town’s roadways get flooded during heavy rain?

There was chaos on the roads on Friday as a powerful cold front made landfall in the Mother City, causing havoc with the traffic and severe flooding in areas. Why do we experience this sort of flooding? Are our stormwater drainage systems equipped to deal with heavy rain?
