Stakeholder collaboration is the key to land reform success

The Chief Executive Officer (CEO) of the Vumelana Advisory Fund, Peter Setou, says the challenges holding land reform back in South Africa are well documented, however collaboration between all stakeholders is what is needed to make it a success. Setou was speaking to the OFM Business Hour on the back of that 30-day extension request for from the land expropriation committee regarding the contentious bill.

Setou says the Covid-19 pandemic has shown that collaboration can lead to meaningful change, “it cannot be left to government alone” he stresses. According to the Vumelana Advisory Fund CEO, land reform in the country is held back by lack of post settlement support for beneficiaries; lack of access to skills and finances; lack of capacity to implement land reform programmes, which is compounded by poor coordination by departments that are meant to support beneficiaries; as well as poor monitoring and evaluation of programmes.

Setou believes that beneficiaries who do not have sufficient finances or skills can be partnered up with individuals/farmers who do have the requisite skills/funding.
